Unfortunately, Toontown's development team realized that it would require a lot of effort to recreate all of the resources from Toontown in the Unity engine. His work included modeling levels and characters notably, Toons were fully animated including mouths, eyelids, eyebrows, and more all being independently animated. I wonder if it will actually get people on. I'm considering on having a new forum for Toontown Offline that's linked to this site. It will however be much slower since they also shutdown their website. That release is also called "Cog Gear." The original Toontown Offline also had a canceled release called "Cog Gear" that killed the project for the first time. I would've reuploaded it anyways due to the removal of Mini-Servers in their next release. The staff have taken down the website as well as the downloads. Don't freak out just yet.
